Repeals and reenacts 26 sections of Missouri election law (RSMo Chapter 115) related to voting systems, ballots, candidate qualifications, and election procedures.

Adds definition of "electronic voting machine" and clarifies that electronic voting systems may arrange ballot information in vertical or horizontal rows or on multiple pages, with flexibility for separate paper ballots for questions.

Prohibits straight party ticket voting on ballots used with electronic voting systems in partisan elections.

Makes inspection of voter voting records discretionary rather than mandatory, changing language from "shall" to "may" for annual inspections of records for voters inactive for four years.

Adds "municipal taxes" to the list of tax delinquencies that disqualify candidates from running for public office, and extends this requirement to candidates for municipal offices under section 115.346.
