Repeals sections 210.201, 210.211, 210.221, 210.254, and 210.258 of Missouri law and enacts revised definitions and regulations for child-care facilities.

Removes the requirement that child-care facilities operated by religious organizations submit annual documentation to verify their licensure-exempt status.

Eliminates the exemption from licensure for nursery schools and removes provisions requiring religious child-care facilities to provide notice of parental responsibility to parents and guardians.

Clarifies that rules and regulations promulgated by the department shall not restrict or interfere with religious instruction or ministries provided by facilities operated by religious organizations.

Removes restrictions on governmental interference with child-care facilities operated under exclusive control of religious organizations, including restrictions on corporal punishment policies, personnel selection, curriculum, and child enrollment decisions.
