Requires organizations that formally adopt and distribute model legislation to Missouri legislators to register as lobbyists, with exemptions for state government entities and organizations already having registered lobbyists.

Mandates lobbyists report to the Missouri Ethics Commission the names of legislators serving in the organization, attendees at model legislation events, compensation provided to legislators and their families, funding sources, event agendas, model legislation copies, and financial interest statements of those voting to adopt the legislation.

Requires Missouri state senators and representatives to report any compensation received for attending model legislation conferences or events as gifts or honorariums under existing lobbying disclosure requirements.
