Establishes a "Joint Committee on the Tenth Amendment" to identify proposed federal legislation that infringes on Missouri's state sovereignty under the Tenth Amendment.

Committee will advise the general assembly on necessary state legislation to preserve Tenth Amendment principles and refer cases to the attorney general when federal actions exceed Congress's enumerated powers.

Committee comprises 12 members: 6 senators appointed by the senate president pro tempore and 6 representatives appointed by the house speaker.

Committee shall elect a chairperson and vice chairperson at an annual meeting and may hold additional meetings as needed.

General assembly provides administrative support and staff from existing resources, with all expenditures subject to appropriation.
