Creates the "Intrastate Commerce Act" (Section 21.950) declaring that goods produced or manufactured in Missouri and retained within state boundaries are not subject to federal law, regulation, or Congress's interstate commerce authority.

Applies to goods manufactured within Missouri from basic materials or parts, exempting such goods from federal regulation of interstate commerce even if basic materials crossed state lines.

Requires goods to be clearly marked with "Made in Missouri" (for manufactured goods) or "Product of Missouri" (for produced goods) to qualify for the exemption from federal commerce clause authority.

Excludes from the act's protections any goods ordered, procured, or purchased by the United States government or its contractors.

Asserts that intrastate commerce regulation is vested in states under the Ninth and Tenth Amendments to the U.S. Constitution.
