HB 1164 Summary

• Creates the "Missouri Firearms Freedom Act" (section 21.755) declaring that firearms, accessories, and ammunition manufactured and kept within Missouri are not subject to federal regulation under the Interstate Commerce Clause.

• Requires firearms manufactured or sold in Missouri under the Firearms Freedom Act to have "Made in Missouri" clearly stamped on a central metallic part such as the receiver or frame.

• Exempts from the Firearms Freedom Act provisions: firearms that cannot be carried by one person, firearms with bore diameter greater than one-half inch using smokeless powder, exploding ammunition, and firearms discharging two or more projectiles with one trigger activation.

• Adds full-time ambulance service emergency medical technicians and paramedics who meet concealed carry training requirements to the list of persons exempt from unlawful use of weapons restrictions (section 571.030).

• Maintains existing criminal penalties for unlawful use of weapons, with class D felony as the general punishment and class B misdemeanor for certain violations involving discharge near schools, courthouses, and churches.
