Creates the "Neighborhood Watch Fund" in the state treasury with an annual disbursement cap of $10 million to support neighborhood watch organization creation and establishment.

Distributes funds to counties, cities, towns, political subdivisions, and St. Louis City wards through applications reviewed by the Department of Public Safety.

Prioritizes funding for areas in the top 25% of counties with the highest crime rates according to the State Highway Patrol's Uniform Crime Reporting program.

Designates the Department of Public Safety director to create application procedures and the State Treasurer as custodian of the fund with investment authority.

Allows the Department of Public Safety director to promulgate rules and regulations to implement the fund, subject to Missouri's Administrative Procedure Act provisions.
