Establishes the "Missouri Parent/Teacher Involvement Program" administered by the Department of Elementary and Secondary Education to provide grant awards to schools that develop trusting relationships between families and school staff, with priority given to districts in the lowest twentieth percentile on Missouri assessment program scores.

Requires participating schools to have at least 50 percent of staff voluntarily agree to conduct periodic home visits or community meetings; establish parent/guardian participation compacts; provide staff training on effective parent communication; and compensate staff at their regular hourly base rate for participation.

Mandates that home visits and community meetings be conducted by pairs or teams including at least one staff member, and in K-5 schools, the student's classroom teacher.

Requires all school boards to adopt parental involvement policies by school year 2015-16 that inform parents about supporting their children's education, classroom learning activities, and academic success strategies.

Creates a dedicated "Missouri Parent/Teacher Involvement Program Fund" with money not reverting to general revenue at the end of the biennium, and establishes automatic sunset of the program six years after enactment unless reauthorized by the legislature.
