Bans importation, production, manufacturing, distribution, and retail sale of caffeinated malt beverages in Missouri effective January 1, 2015.

Defines caffeinated malt beverages as alcoholic beverages (at least 0.5% alcohol by volume) with added caffeine or stimulants (guarana, ginseng, taurine) sold in pre-mixed containers, or non-traditional beer products with added stimulants and alcohol-containing flavors.

Assigns the Division of Alcohol and Tobacco Control authority to administer and enforce the ban through rulemaking and regulations under Chapter 536.

Establishes violations as infractions subject to civil penalties assessed by the Division, with appellate rights for licensees and persons penalized.

Permits local cities and counties to enact more restrictive regulations on stimulant-containing beverages but prohibits them from allowing sales of beverages banned under this section.
