Repeals and reenacts section 302.341, RSMo, regarding fines and court costs for moving traffic violations.

Requires courts to notify defendants by mail that driving privileges will be suspended if traffic violation charges are not disposed of and fines/court costs are not paid within 30 days of mailing notice.

Mandates that any city, town, village, or county receiving more than 30% of annual general operating revenue from traffic fines and court costs on state highways must send excess revenues to the director of revenue for distribution to county schools.

Applies revenue restrictions only to municipalities with less than $2 million in general revenue (excluding traffic fines) and traffic fines exceeding $70,000 annually.

Requires annual reporting of traffic fines and court costs to the state auditor, with penalties up to $1,000 and loss of municipal court jurisdiction for non-compliance or failure to remit excess revenues.
