Department of Health and Senior Services must provide courier service beginning July 1, 2015 to transport donated umbilical cord blood samples to a nonprofit umbilical cord blood bank located in a city not within a county that existed as of the bill's effective date.

Collection sites must be facilities designated and trained by the blood bank for proper collection and handling of umbilical cord blood specimens.

Department may promulgate rules to implement the provisions of this section, subject to the requirements of chapter 536.

Any rules created under this authority become effective only if compliant with chapter 536 and are subject to General Assembly review and disapproval procedures.
