Amends sections 50.660, 50.760, and 50.783 of Missouri Revised Statutes regarding bid solicitation and publication requirements for county contracts and purchases.

Allows counties to advertise bid solicitations through electronic means (including online bidding services) in addition to or instead of newspaper publication, provided the electronic method is reasonably calculated to reach the general public and prospective bidders.

Permits electronic posting of bid notices in place of traditional newspaper publication for the required three-week notice period for sealed bids on county supplies.

Applies electronic advertising options to single feasible source purchases where estimated expenditures are $3,000 or more, with specific thresholds of $5,000 or $6,000 depending on county classification.

Maintains existing dollar thresholds for when bid advertising is required (currently $6,000 for most counties, with higher thresholds for certain first-class counties).
