Removes the August 28, 2017 expiration date from subsection 13 of section 37.005, making permanent the authority for boards of governors and regents at specified universities to convey or transfer real property interests without legislative authorization.

Applies to Missouri Western State University, University of Central Missouri, Missouri State University, Missouri Southern State University, Southeast Missouri State University, Northwest Missouri State University, Harris-Stowe State University, and Lincoln University.

Permits these institutions to transfer property interests for fair market value, except transfers of fee simple title, which still require General Assembly authorization.

Declares the act an emergency measure effective upon passage and approval due to the need for higher education institutions to respond timely to potential property lessors.
