Repeals and replaces multiple sections of Missouri law relating to the Missouri Technology Corporation and the Missouri Science and Innovation Reinvestment Act (sections 348.250-348.275).

Establishes the Missouri Technology Corporation as a private not-for-profit corporation with a 15-member board of directors to promote science and innovation research, technology development, and commercialization.

Creates the Missouri Science and Innovation Reinvestment Fund to be financed by state appropriations based on a percentage (6%, 5%, or 4% depending on the fiscal year) of the amount by which science and innovation employee wages exceed base year (2010) wages.

Authorizes the corporation to make seed capital and venture capital investments in Missouri businesses, establish innovation centers, contract for technology services, and partner with universities and research institutions to attract world-class talent.

Includes an emergency clause making the act effective immediately upon the Governor's signature to expedite efforts to attract science and innovation companies and create high-paying jobs in Missouri.
