Authorizes Missouri political subdivisions to enter into design-build contracts for projects exceeding $1 million in expenditure, combining design and construction services under a single contract.

Requires political subdivisions to establish written procedures for prequalifying design-build contractors and adopt procedures for review teams, design criteria packages, proposal evaluation, and contract award criteria.

Limits requests for proposals to a maximum of five prequalified design-build contractors, with sealed technical and cost proposals submitted separately and evaluated based on overall value to the subdivision.

Requires political subdivisions to retain an independent architect or engineer for programming, site selection, design criteria development, proposal evaluation, and contract administration, with that professional ineligible to serve as the design-build contractor.

Applies payment bond requirements to design-build projects and requires all design professionals to be properly licensed under Missouri law, while allowing design-build contractors to use subcontractors for architectural and engineering services.
