Allows vehicles hauling livestock or agricultural products to carry a total gross weight of up to 85,500 pounds on specified U.S. highways (US 36, US 65, and US 63) while remaining at 80,000 pounds on other non-interstate roads.

Requires vehicles hauling more than 80,000 pounds to obtain an annual permit from the department of transportation for a $25 fee and submit a list of roads traveled and miles driven during renewal.

Maintains existing weight restrictions on steering axles (12,000 pounds maximum), single axles (20,000 pounds maximum), and tandem axles (34,000 pounds maximum).

Exempts vehicles from the increased weight allowance when operating on the Dwight D. Eisenhower System of Interstate and Defense Highways.

Allows milk transport vehicles to carry up to 85,500 pounds on all highways except the interstate highway system.
