Allows election authorities to prepare voting machines for absentee ballots within one business day of printing absentee ballots, with recording counters set to zero.

Prohibits election authority personnel and others from being positioned to observe how absentee voters vote or have voted.

Permits election authorities to waive sealed ballot envelope requirements when absentee ballots are voted in person and process them through voting machines as specified.

Requires absentee ballots to be received by election authorities no later than the time polls close on election day to be counted.

Maintains requirement that ballots of voters confirmed deceased before polls open on election day shall be rejected and properly sealed and documented.
