Extends default period before operator can sell stored property from 30 to 45 days of non-payment.

Adds "electronic mail" as an acceptable method for notifying occupants and lienholders of default and sale proceedings, in addition to first-class mail and verified mail.

Allows operators to tow vehicles, watercraft, or trailers as abandoned property after 60 days of unpaid rent without liability for damage once the tow company takes possession.

Establishes that late fees of $20 or 20% of monthly rent (whichever is greater) are presumed reasonable and not a penalty, while allowing operators to charge higher fees if proven reasonable.

Requires occupants to disclose third-party owners of stored property and allows operators to limit liability based on maximum property value stated in rental agreements.
