Repeals and reenacts section 108.280, RSMo, regarding bond issue levy rates for counties, cities, villages, school districts, and special districts.

Allows county commissions, city councils, boards of aldermen, village trustees, school district boards, and other authorities to levy taxes needed to pay maturing bonds or use other means for bond payment.

Specifies that levy rates shall be set at the rate needed to meet bond payment obligations and may be adjusted solely to meet such obligations.

Exempts drainage and levee districts from the general levy rate rules, requiring their levy rates to be set by the board of supervisors in accordance with chapters 242, 245, and 246.
