Redefines eligibility for tuition assistance in section 167.131 by changing from "accredited high school" to "high school offering work through the twelfth grade," allowing students from non-accredited districts to transfer to any public high school in the same or adjoining county.

Creates new section 167.133 establishing a comprehensive student transfer program allowing residents of unaccredited school districts to enroll in accredited districts, with procedures for capacity determinations, admission criteria, application deadlines of February 1st, and sibling preferences.

Establishes a clearinghouse (section 167.135) for metropolitan school districts and those in counties with charter government over 950,000 inhabitants to coordinate student transfers, process applications, and manage enrollment assignments for students transferring from unaccredited to accredited districts.

Prohibits performance data (test scores, attendance, graduation rates) from transfer students from being included in receiving accredited district performance reports for two full school years and requires tuition payments be made within ten business days of state aid distribution.

Allows unaccredited school districts to extend school day length, increase annual instruction hours, and extend the school term upon board resolution, and clarifies transportation obligations for districts required to pay tuition under transfer provisions.
