Allows cities, towns, villages, sewer districts, or water supply districts to levy an annual fee up to $4 per month ($48 annually) on lateral sewer service lines serving residential properties with four or fewer dwelling units, subject to voter approval.

Fee revenues must be deposited in a special account dedicated solely to paying reasonable costs of administering and carrying out lateral sewer service line repairs or replacements, with all interest accruing to the special account.

Authorizes districts to establish regulations for collections, claims, repairs, and replacements, and may contract with third parties for program administration with costs not exceeding 5% of annual fund revenues.

Permits the fee to be added to general tax levy bills and collected using the same enforcement methods as delinquent real estate taxes.

In charter counties with 300,000 to 450,000 residents, limits fees charged to customers to no more than 33.33% above the premium or fee the district pays for sewage treatment services from another entity.
