Expands MO HealthNet eligibility effective January 1, 2014, to include pregnant women, children under 19 years old, CHIP-eligible children, and uninsured women using modified adjusted gross income (MAGI) standards.

Sets income eligibility thresholds based on federal poverty levels: 133% for children under 6 and 6-18 years old, 185% for pregnant women and uninsured women, and July 16, 1996 AFDC standard for families.

Creates new eligibility category effective January 1, 2015, for adults ages 19-64 with household income at or below 133% of federal poverty level who are not otherwise covered by mandatory MO HealthNet programs.

Limits benefits for newly eligible adults to an alternative minimum benefit package, except for individuals determined to be "medically frail" who receive full coverage under section 208.151.

Requires the Department of Social Services to establish a screening process with the Department of Mental Health and Department of Health and Senior Services to identify medically frail individuals based on serious emotional disturbances, mental disorders, substance use disorders, serious medical conditions, and physical/mental disabilities.
