Establishes procedures for reimbursing A+ Program eligible students for dual credit course costs paid while in high school, including tuition, fees, and books, beginning in academic year 2015-16.

Limits reimbursement to costs of dual credit courses taken at qualified A+ postsecondary institutions that are accepted for credit at the institution where the student enrolls.

Applies reimbursement provisions only to students at vocational-technical centers and those pursuing certificates or associate degrees in science or applied science.

Prioritizes reimbursement funding in order of: tuition first, then general fees, then other educational costs as defined by federal student financial aid regulations.

Requires the Commissioner of Higher Education and Commissioner of Education to jointly develop annual evaluation procedures to assess program effectiveness for improving high school outcomes and postsecondary completion.
