Prohibits elected or appointed school district officials and employees from performing services or selling, renting, or leasing property to their school district for compensation exceeding $500 per transaction or $5,000 annually unless the transaction follows public notice and competitive bidding procedures with the lowest bid accepted.

Extends existing state ethics rules (sections 105.454 and 171.181) to apply specifically to school district officials and employees, preventing conflicts of interest with their employers.

Requires school boards to give preference to commodities and firms from Missouri when quality and price are approximately equal.

Establishes that violations constitute a Class A misdemeanor and result in forfeiture of the offender's position with the school district.

Applies these restrictions to board members, officers, and employees of seven-director school districts located in counties of the first, second, third, or fourth class.
