Department of Elementary and Secondary Education shall reward districts with additional performance points for providing free full-day kindergarten to students qualifying for free/reduced lunch, receiving special education services, or identified as at-risk.

State shall prioritize in-state contracts for developing statewide assessments and create a question database from suggestions submitted by Missouri certificated teachers.

Statewide assessments must transition to online administration throughout the year rather than cumulative end-of-year testing after June 30, 2017, with alternative assessments available until all schools have online capacity.

No more than five end-of-course assessments shall be used for district or school annual performance reports or accreditation status.

Student data collected during assessments cannot exceed the amount or scope collected in the 2013-14 school year, and personally identifiable teacher or student data cannot be shared outside the department without written consent.
