Repeals and replaces sections 50.660 and 50.783 of Missouri Revised Statutes relating to county competitive bid requirements

Allows counties to waive competitive bids for purchases of $4,500 or less (or $6,000 or less in certain first-classification counties) without obtaining bids from multiple sources

Permits county commissions to waive competitive bid requirements for supplies when a single feasible source exists, including proprietary items, exclusive regional distributors, or limited-time discounts

Requires written determination and commission minutes documentation when waiving competitive bid requirements, with immediate rescission if other feasible sources are discovered

Establishes notification and advertising requirements based on purchase amount: posting notice for purchases of $3,000 or more, and newspaper/electronic advertising for purchases of $5,000 or more ($6,000 or more in specified first-classification counties)
