Adds certified participation in the address confidentiality program established under sections 589.660 to 589.681 as a qualifying reason for absentee voting due to safety concerns.

Allows registered voters enrolled in the address confidentiality program to vote by absentee ballot for all candidates and issues for which they would be eligible to vote at the polling place.

Requires absentee ballot envelopes and statements to include a checkbox option for voters citing certified participation in the address confidentiality program as their reason for voting absentee.

Applies the same absentee voting procedures and requirements to address confidentiality program participants as apply to other eligible absentee voters.

Declares the act an emergency measure effective July 1, 2014, to protect the security needs of victims of domestic violence, rape, sexual assault, or stalking.
