Requires governors to deliver lists of appointees' political contributions from the previous four years to the senate president pro tempore within ten days of appointment.

Establishes mandatory four-hour ethics training for all constitutional officers and general assembly members within 120 days of taking office, repeated every two years, with $10 daily fees for non-compliance.

Prohibits gubernatorial appointees from making contributions or expenditures for the governor or governor's candidate committee.
