Creates a "Subcommittee On State Revenues" under the Committee on Legislative Research with eight members: three appointed by the House chair, three by the Senate vice-chair, one non-voting governor's representative, and one non-voting University of Missouri Economic and Policy Analysis Research Center representative.

Requires the subcommittee to produce a revenue estimate report by December 15, 2016, and annually thereafter to be used by the General Assembly during the budget process, with copies delivered to the governor, Secretary of State, State Treasurer, State Auditor, House Speaker, and Senate President Pro Tempore.

Establishes alternating chair leadership between House and Senate members, with a House member serving as chair in 2015-2016 and a Senate member serving as chair in 2017-2018.

Allows the General Assembly to limit appropriations to the prior fiscal year's level if either chamber rejects the subcommittee's revenue report.

Permits subcommittee meetings and hearings to be closed to the public, with only the final revenue report considered a public record under Missouri's Sunshine Law.
