Expands veteran hiring preferences to apply to initial employment, subsequent employment, promotions, reassignments, horizontal transfers, and reduction-in-force situations across all state departments and agencies.

Establishes point bonuses for competitive examinations: veterans and surviving spouses receive 5 points, disabled veterans receive 10 points, and National Guard/Reserve members receive 2.5 points per deployment (up to 5 points maximum).

Requires preference for eligible veterans even when no examination is administered prior to employment decisions.

Exempts certain positions from veteran preference requirements, including board and commission members, departmental directors, division directors, chaplains, interns, and policy-making assistants.

Allows current state employees who are veterans to receive preference when applying for different positions within the same or other state agencies.
