Adds definition of "paid political consultant" to ethics law and prohibits state representatives and state senators from accepting monetary compensation as paid political consultants for other state officials or their campaign committees.

Changes requirement for independent ethics investigations from "unanimous" vote to "majority" vote of the Missouri Ethics Commission, allowing four of six members to initiate investigations.

Designates obstruction of an ethics investigation as a class D felony instead of a class A misdemeanor.

Expands financial interest statement filing requirements to apply to all persons listed in section 105.483 regardless of whether compensated on a full-time, part-time, or contract basis.

Replaces "political action committee" terminology with "continuing committee" throughout campaign finance disclosure requirements and adds new restrictions on committee fund transfers and donor transparency for tax-exempt organizations.
