Requires all election authorities in Missouri to provide at least one accessible voting machine per polling location for blind or visually impaired voters at statewide, general assembly, and local elections.

Assumes each election authority already possesses an accessible voter machine for Help America Vote Act compliance and requires it be made available at all elections, not just federal elections.

Places responsibility for additional maintenance and operational costs of accessible machines during statewide and general assembly elections on the state, subject to appropriation.

Allows any qualified voter to use an accessible voting machine without having to prove blindness or visual impairment, while preserving blind and visually impaired voters' right to vote by absentee ballot or with election judge assistance.
