Prohibits persons aged 21 and younger from sending, reading, or writing text messages or electronic messages while operating a moving motor vehicle on state highways using a hand-held device

Prohibits all persons from operating commercial motor vehicles while using a hand-held mobile telephone or while sending, reading, or writing text messages or electronic messages

Exempts authorized emergency vehicles, parked vehicles, law enforcement officers, firefighters, and ambulance operators performing official duties from the restrictions

Allows exceptions for reporting illegal activity, summoning emergency help, preventing injury, and for transit/for-hire operators using permanently affixed devices to communicate with dispatchers

Violations are classified as infractions and moving violations under point assessment; state preempts local regulation of hand-held wireless device use in vehicles
