Establishes "advance ballots" as a new category of voting distinct from absentee ballots, allowing registered voters to vote in person at designated locations beginning the third Wednesday before an election through the Wednesday before election day.

Requires all election authorities to maintain a central voting location for advance voting and mandates satellite voting sites based on jurisdiction size (one satellite per 50,000 registered voters, maximum of six satellites per jurisdiction) for federal elections and other designated elections.

Sets advance voting hours during regular business hours (not earlier than 7:00 a.m. or later than 7:00 p.m.) and requires Saturday voting until 12:00 p.m., with election judges from each major political party appointed to each satellite site.

Prohibits voters who cast advance ballots from voting again at polling places on election day; any person voting twice is guilty of a class one election offense.

Expands confidentiality protections for advance ballot voter information to match existing absentee ballot protections, making disclosure of such information a class four election offense.

Increases the distance around polling places where electioneering is prohibited from 25 feet to 100 feet from the building's outer door closest to the polling place.

Directs the state general revenue to reimburse all costs associated with implementing advance voting, effective January 1, 2015.
