Creates a new "advance ballot" system allowing any registered Missouri voter to vote in person at election authority locations or by mail beginning the third Wednesday before primary and general elections.

Advance voting period runs from the third Wednesday before the election through close of business on election day, with Saturday hours until 12:00 p.m. and regular business hours between 7:00 a.m. and 7:00 p.m.

Mailed advance ballots must be postmarked at least four days prior to the election to be counted, and applications must be submitted no later than the fourth Tuesday before the election.

Voters who cast an advance ballot are prohibited from voting a provisional ballot or voting at the polls on election day; violation is a class one election offense.

Implementation costs are paid from Missouri's general revenue fund, with the advance voting system becoming effective January 1, 2015.
