Allows students in unaccredited schools to transfer within their home district to accredited schools without age restrictions, with transportation provided by the district.

Permits students in schools unaccredited for two consecutive years to transfer to accredited schools in the same or adjacent county, with the home district paying up to 80% of per-pupil revenue as tuition.

Establishes an Extended Instructional Time Grant program for unaccredited and provisionally accredited districts that commit to additional instructional time, with two-year renewable terms up to six years total.

Creates a new Early Childhood Education fund in the state treasury to support the Extended Instructional Time program for districts serving students ages three to five in full-day kindergarten.

Requires unaccredited and provisionally accredited districts to develop personal plans of study for students by sixth grade covering career awareness, exploration, and college and career readiness goals through postsecondary programs.
