Missouri air conservation commission must establish air quality standards and guidelines that comply with the federal Clean Air Act but are not stricter than federal requirements.

Commission may grant exceptions and variances from air quality rules if compliance causes economic hardship, is physically impossible, is more environmentally detrimental than the variance, or is impractical.

Department cannot regulate manufacture, performance, or use of residential wood burning heaters and appliances unless specifically authorized by the General Assembly, and any such rules require joint committee on administrative rules approval.

Existing wood burning furnaces, stoves, fireplaces, and heaters in use as of August 28, 2014 are exempt from any new regulations enacted after that date and cannot be enforced against by state employees.
