Modifies prevailing wage determinations for specific Missouri counties by establishing different methodologies: counties listed in the bill use collective bargaining agreements, trade organization rates, and local wage data, while all other counties use U.S. Bureau of Labor Statistics median hourly wage estimates.

Redefines "construction" to exclude maintenance work and clarifies "maintenance work" as repairs that do not change facility size, type, or extent, with major repairs defined as work exceeding replacement cost of existing facilities.

Requires the Department of Labor and Industrial Relations to make initial prevailing wage determinations by March 10 annually and final determinations by July 1 each year for affected counties, with a 30-day objection period and hearing procedures for disputes.

Expands prevailing wage determination factors for specified counties to include wages paid by members of tax-exempt trade organizations (501(c)(6)) submitted in aggregate, without requiring individual member participation in administrative challenges.

Allows annual adjustments to prevailing wages based on collective bargaining agreement anniversary dates with documented incremental wage increases, effective until the next annual wage order is issued.
