Defines "automated speed enforcement system" as a device using sensors (photographic, radar, laser, or other) to record vehicle speed and capture images of vehicles and license plates violating posted speed limits

Exempts hand-held or car-mounted radar, laser, and other electronic speed measurement devices used by law enforcement officers from these registration and reporting requirements

Authorizes the Department of Transportation to promulgate rules and regulations for administering the automated speed enforcement system requirements
