Increases the mandatory waiting period before abortion from 24 hours to 72 hours, during which a woman must receive informed consent information from a physician or qualified professional.

Requires the physician or qualified professional to present the woman in person with specific materials including descriptions of the abortion method, medical risks, fetal development characteristics at two-week gestational increments, and alternatives to abortion.

Mandates that women be offered the opportunity to view an active ultrasound of the unborn child and hear the heartbeat at least 72 hours before the abortion, with a list of free ultrasound providers provided by the department.

For abortions at 22 weeks gestational age or older, requires presentation of materials about fetal pain and mandates the woman be offered anesthesia or analgesics to minimize pain to the unborn child.

Prohibits payment for abortion until at least 72 hours after the required information is provided, and includes a severability clause allowing enforcement of remaining provisions if parts are struck down by court order.
