Repeals and replaces section 1.330, RSMo, and enacts new section 1.334 relating to health care freedom and prohibiting government mandates to purchase health insurance or participate in health care systems.

Prohibits any law or rule from compelling individuals, employers, or health care providers to participate in any health care system, and protects the right to pay directly for lawful health care services without penalties or fines.

Declares state public policy that all persons in Missouri are free to choose or decline any mode of securing health care services without penalty, and asserts this as a sovereign power reserved to Missouri under the Ninth and Tenth Amendments.

Prohibits state officials from implementing or operating a health insurance exchange under the federal Patient Protection and Affordable Care Act, declaring such implementation violates Missouri's public policy.

Authorizes the Director of Insurance to immediately suspend the license of any health insurance issuer that accepts remuneration resulting in penalties contrary to the bill's protections, and requires the Attorney General to defend Missouri residents' rights under these provisions.
