Extends the deadline for men to file a paternity action in court from 15 days to 60 days after a child's birth.

Extends the deadline for men to file a notice of intent to claim paternity with the putative father registry from 15 days to 60 days after a child's birth.

Failure to file within the 60-day window waives a man's right to withhold consent to adoption, unless he was defrauded by the mother about the pregnancy or birth and files within 60 days of discovering the fraud.

Establishes that lack of knowledge of the pregnancy does not excuse failure to timely file the paternity notice or action.

Creates the "Putative Father Registry Fund" to be used solely for administration of the putative father registry.
