Increases the surcharge on all petitions for expungement from $100 to $500, with collected funds going to the general revenue fund.

Expands eligible offenses for expungement to include any felony or misdemeanor offense of passing bad checks, fraudulently stopping payment, or fraudulent use of credit/debit devices.

Reduces the waiting period for misdemeanor expungement from 10 years to 5 years after completion of sentence, probation, or parole, while maintaining 20 years for felonies.

Allows petitioners to apply for expungement of multiple eligible offenses in a single petition provided all offenses are listed together.

Excludes any offenses requiring registration under Missouri's sex offender registration statutes from eligibility for expungement.
