Requires individual navigators to maintain a bond of at least $100,000 from an authorized insurer to protect against wrongful acts, misrepresentations, errors, omissions, or negligence.

Mandates that bond issuers provide at least 30 days' prior written notice to the navigator and director before terminating coverage.

Makes it unlawful for navigators to release personal identifying information obtained during their duties to any party except the Department of Social Services, Department of Insurance, Financial Institutions and Professional Registration, or federal agencies as required by federal law.

Creates a private right of action for individuals whose personal identifying information is unlawfully released, with damages of either actual damages or $50,000 whichever is greater, plus court costs and reasonable attorney's fees if the plaintiff prevails.

Requires entities that act as navigators or supervise individual navigators to obtain a navigator entity license and report changes in employment or affiliation within 20 days.
