Adds section 542.460 to Missouri law regulating data collected by automobile event data recorders (devices that record vehicle speed, direction, location, steering, brake performance, and seatbelt status before and after crashes).

Prohibits anyone other than the vehicle owner from downloading or accessing event data recorder data without written consent from the owner or their legal representative.

Permits data retrieval by court order or valid search warrant, for vehicle safety or medical research purposes (with owner/driver identity protected), by licensed dealers or technicians for servicing, or to facilitate emergency medical response.

Applies to data collected for brief periods before, during, and after vehicle crashes or collisions that can be transmitted to central communications systems.
