Allows law enforcement agencies to perform Missouri criminal record reviews through the MULES system for hiring of municipal, county, and other political subdivision governmental employees, with requesting entities paying fees to the central repository.

Permits municipalities, counties, and other political subdivisions to require fingerprinting of applicants or licensees in specified occupations through local ordinance, policy, rule, or regulation, with copies forwarded to the Missouri state highway patrol for approval before submission.

Requires fingerprint submissions to be searched against Missouri criminal records repository and submitted to the Federal Bureau of Investigation for federal criminal history searches as necessary, with all discovered criminal history information accessible to the requesting officials.

Establishes that all criminal record check information shall remain confidential, with disclosure beyond the allowed scope constituting a class A misdemeanor.

Expands the list of state agencies authorized to submit fingerprints for criminal history screening to include political subdivisions and state schools of higher education when authorized by statute, executive order, or local ordinance.
