Allows candidates in nonpartisan elections to assume office without an election if the number of filed candidates equals the number of positions to be filled, except in municipalities with 1,000 or fewer inhabitants unless voters approve the practice.

For cities, towns, or villages with 1,000 or fewer inhabitants, allows voters to approve adoption of the no-election provision through ballot measure, with approval lasting six years and requiring resubmission thereafter.
