Repeals and reenacts section 49.272, RSMo, to modify which counties may impose civil fines for violations of county rules and regulations.

Adds a new category of eligible counties: first classification counties with more than 83,000 but fewer than 92,000 inhabitants that have a home rule city county seat with more than 76,000 but fewer than 91,000 inhabitants.

Allows affected counties with an appointed county counselor to impose civil fines not exceeding $1,000 per violation of adopted rules, regulations, or ordinances.

Requires all fines collected to be deposited into the county general fund and used to pay for enforcement costs of the rules, regulations, or ordinances.
