Establishes a priority order for distributing public funds for family planning services through the Department of Health and Senior Services, with state or political subdivision-owned facilities receiving highest priority.

Second priority goes to nonpublic hospitals and federally qualified health centers, followed by rural health clinics, and then other nonpublic health providers offering primary health care services.

Allows prosecuting attorneys and the attorney general to bring legal action against anyone who intentionally violates the funding priority requirements, seeking recoupment, declaratory relief, or injunctive relief.

Permits any entity eligible for public funds to sue if a violation results in reduced funding to that entity, with any recovered funds reverting to their original appropriation source.

Requires courts to award reasonable attorney's fees to prevailing plaintiffs, and to defendants if the court finds a plaintiff's suit was frivolous and brought in bad faith.
