Requires consideration of whether a construction manager is a local business when selecting construction managers for public projects.

Allows "locality of the prospective supplier" to be considered as a factor when determining the lowest and best bidder for state purchases over $25,000.

Creates a new section 88.005 defining "lowest and best bidder" to include locality of the prospective supplier as a consideration.

Repeals and replaces sections 8.681 and 34.040 of Missouri Revised Statutes relating to construction manager selection and competitive bidding procedures.
